Pinellas County is now helping families in St. Petersburg comfortably afford their water bills every month with its new Low-Income Household Water Assistance Program (LIHWAP). LIHWAP is a federally funded program that helps income-qualified families with water bill assistance. It will provide a grant to help pay for past-due monthly water bills for families who meet eligibility requirements. The grant amount is based on income and household size, and the service is available to all eligible households in Pinellas County.

“We are happy to be expanding our utility assistance services at a time when families are being stretched financially,” says Charlotte Anderson, Interim Chief Executive Office at Pinellas County Urban League. “LIWHAP is helping us to continue empowering communities and changing lives.”
The eligibility requirements are as follows:
- Have a total income no more than 60 percent of the Florida State Median Income (SMI;.
- Are responsible for paying your home water or wastewater bill;.
- Are a resident of Florida; and
- Are a U.S. Citizen, qualified alien, or permanent resident
