Tampa-Based Developer Celebrates New Affordable Housing Community in Miami

Blue Sky Communities, a familiar name in Tampa’s affordable housing scene, celebrated a big milestone this week—this time in Miami. In partnership with Community Assisted & Supported Living (CASL) and Miami-Dade County, the team cut the ribbon on Alto Tower, a brand-new affordable housing development in the heart of Miami’s Allapattah neighborhood.

Located at 2267 NW 36th Street, Alto Tower brings 84 new homes to the community, including 42 units specifically reserved for people who have experienced homelessness. The $36 million project was powered by a strong public-private partnership, with support from Miami-Dade County, Raymond James Affordable Housing Investments, EverBank, and the Florida Housing Finance Coalition. Miami-Dade alone invested over $2 million through its HOME-ARP program.

Miami-Dade Mayor Daniella Levine Cava spoke at the event and called the project “a pathway to stability, independence, and hope.”

Alto Tower offers a mix of studio, one-bedroom, and two-bedroom apartments in a six-story, mid-rise building. The community features a 2,600-square-foot clubhouse with a fitness room, business center, and space for supportive services. CASL provides on-site mental health counseling referrals, benefit assistance, and housing support, while Carteret Management handles day-to-day operations.

The apartments are income-restricted, serving residents earning between 22% and 60% of the area median income (AMI). Though the project only broke ground in September 2023, just seven units remain—and those are reserved for referrals from the local homeless trust.

Another success by Blue Sky

Blue Sky Communities President Shawn Wilson emphasized the power of collaboration. “Alto Tower is what happens when people come together to tackle affordable housing with real purpose,” he said.

Scott Eller, CEO of CASL, added, “This building is more than housing—it’s a fresh start for people rebuilding their lives.”

While the celebration took place in Miami, Tampa Bay residents can be proud to see a local developer making meaningful impact across Florida. Blue Sky Communities continues to lead the way in creating housing that supports dignity, stability, and opportunity for all.
